Freeway Boulevard, Suite 220 <br /> Sacramento, CA 95834 <br /> SCOPE OF WORK AND BUDGET PROPOSAL FOR SIEBOLD CONSTRUCTION, <br /> 820 SOUTH AMERICAN STREET, STOCKTON, SAN JOAQUIN COUNTY, <br /> EMERGENCY ABANDONED AND RECALITRANT ACCOUNT CASE# R09-121 <br /> California Regional Water Quality Control Board, Central Valley Region (Central Valley Water <br /> Board) staff reviewed the Cost to Closure Scope and Fee for Environmental Services at the <br /> Siebold Construction Property(Budget) received as email attachments on 20 February 2014 <br /> from GHD, Inc. (GHD). The Budget was prepared in response to staff's initial request for an all- <br /> inclusive to closure budget and State Water Board's subsequent request for a scope of work <br /> and budget for work necessary from July 2014 to June 2015 to reach case closure. <br /> On 12 December 2013, email exchanges between Central Valley Water Board staff and <br /> representatives from GHD detailed the need for the new budget for the upcoming fiscal year. <br /> On 20 February 2014, 1 reviewed the emailed draft Budget and provided comments, which <br /> included perceived high costs for labor and analyses. GHD responded in an email that it had <br /> used the State Board's new 2014 cost guidelines for their estimates, and that the invoices would <br /> reflect actual costs GHD expends on each task. <br /> GHD's Budget proposes the following Tasks and Cost Estimates: <br /> 1. Evaluation of Site for Low Risk Closure and preparation of a Closure Report, $4,023 <br /> 2. Public Notification - One Fact Sheet (including posting at the site), $2,490 <br /> 3. Well Destructions (6 wells to 60')Work Plan, Permitting, USA Markup, Well Destruction, <br /> and Report, $41,124 <br /> 4. Coordination of Soil and Purge Water Disposal (3 Events), $7,513 <br /> 5. Alternative#1 Conduct a 60-day HVDPE Pilot Test and Report, $154,668 <br /> 6. Alternative#2 Quarterly Monitoring, Sampling, and Reporting (four quarters), $39,321 <br /> The total GHD Budget requested is $249,137 with Alternatives #1 and #2, and $55,148 without <br /> Alternative Tasks #1 and #2. The investigation activities were addressed in the current <br /> amendment which is on-going and will complete the delineation of the petroleum hydrocarbons <br /> plume by July 2014. Tasks#1 through #4 are necessary to evaluate the case for low threat <br /> closure, preparation of the Closure Request Report and final site closure tasks. The optional #5 <br /> KARL E.
