12/4/07 Muniappa Naidu, 'Senior REHS
I received a call at 12:30 pm from
California Department of Public Health,
informing me that an unknown amount of diesel fuel had been released from an unknown
source at 14900 Hwy 12, lodi (Tower Park Marina). I was also informed that OES had
put down booms.
I arrived on site at 2:00 pm. Met with Manager, Sherry Keys, who took me to the dock
area. She said that little after 11:00 am there was a huge sheen almost from bank to bank
iby the onion and lettuce shed. I could not see the sheen other than minute patches here
and there by the dock. She said that the sheen has disappeared. I asked if she had
notified Fish and Game and U S Coast Guard. She said that she had notified both the
i agencies and US Coast guard informed her that they will not respond because they are
occupied with other businesses. She also said that Fish and Game talked to her on the
phone and told her that they will not respond.
I asked Sherry if she had any idea where the sheen had come from and she said that she
had no idea. She has checked the bilge of all the boats at the marina. She said a witness
had told her that a fueling truck was seen on the other side of the levee.
I went to observe the other side of the levee and did not see any stain on the levee but I
saw a significant sheen along the bank. I followed the sheen along the levee up to where
the potato slough splits. The sheen spread about 500 ft long along the west bank.
I went back to talk to Sherry but she had left for the night. I met Tyler Webb, who is the
safety person for the Tower Park.
I talked to Kasey Foley(EHD Program Coordinator), informed her of the sheen and that
nothing is being done to clean the sheen. She said to call.US Coast guard and Fish and
Game. i talked to a petty officer at the US Coast guard and he informed me that they
were aware of the sheen. I told him that this was an update on the previous report and
described the location of the sheen. He said he will talk to his supervisor and get back to
me.
I got in touch with the dispatch for the Fish and Game. I described and gave the location
of the sheen. A few minutes later Todd from Fish and Game called me and said that he
was in Vallejo and will meet me in an hour. I informed him that the night ER person
(Michelle Henry) would meet him.
I left the location at 4:15 pm.
