Harding, Stockton Date: Dec 15, 2011 <br />SUWAARY OF VIOLATIONS <br />CLASS I, CLASS II o MINOR -Notice to Com I <br />This is a Routine and annual Monitoring Certification inspection. The following are Class II Repeat <br />violations: #303, 310, and Minor - Notice to Comply violation: #109 <br />109. Annual monitoring system certification, leak detector testing, and spill container testing was <br />performed on December 7, 2010, and a test report was submitted to the EHD on January 26, 2011. A <br />copy of the test report must be submitted within 30 days of the tests. Ensure a copy of the test report is <br />submitted to EHD within 30 days of the test. <br />303. (Repeat) The 89 -octane fill sump sensor was raised approximately 2 inches off the lowest point of <br />the sump and not located to detect a leak at the earliest opportunity. Monitoring equipment shall be <br />maintained to be able to detect a leak at the earliest possible opportunity. Immediately relocate this <br />sensor to the lowest point of the sump. Violation was corrected by technicians on site. <br />310. (Repeat) Liquid was observed in the 87 -octane STP sump and the 89 -octane fill sump. If water <br />could enter into the secondary containment by precipitation or infiltration, it must be removed and <br />disposed of properly. Immediately remove this liquid, make a hazardous waste determination per Title <br />22 hazardous waste regulations, and manage it accordingly. Ensure that the sump is maintained free of <br />liquid. Observed technicians removed about 1 gallon of liquid from 87 -octane STP sump and about 2-3 <br />gallons of 89 -octane fill sump. by technician on site. Violation was corrected by technicians on site. <br />NOTES <br />Financial Responsibility and CFO letter will be due In November 10, 2012. <br />Secondary Containment test was conducted on August 24, 2010; the next testing will be due in August <br />2013. <br />EHD inspector was not on site to witness testing of fill sump sensors and line leak detectors.
