Box 1030
Marysville, CA 95901
REVIEW OF THE DEEPER DOWNGRADIENT MONITORING WELL INSTALLATION WORK
PLAN, JOHN TAYLOR FERTILIZERS CO. STOCKTON, SAN JOAQUIN COUNTY
Staff of the California Regional Water Quality Control Board, Central Valley Region (Central Valley
Water Board) has reviewed the Deeper Downgradient Monitoring Well Installation Work Plan (Work
Plan) dated 12 March 2013, for the John Taylor Fertilizer (JTF) site (Site), located at 1819 South
Argonaut Street in Stockton, San Joaquin County, California. The Work Plan was prepared for
Wilbur-Ellis Company (Wilbur-Ellis) by Geosyntec Consultants (Geosyntec) of Oakland, California.
The Work Plan proposes to monitor off-site deeper groundwater concentrations and water levels
downgradient from the Site, by installing two deeper groundwater wells MW-12 and MW-13 adjacent
to CPT-13 and-CPT-27, respectively. Both wells will be installed with a 10-foot screen interval length
targeting the coarse-grained unit within the 70-90 feet below ground surface (bgs) range.
In order to complete the review of the proposed screen intervals for MW-12 and MW-13, on 15.
October 2013, the Central Valley Water Board staff requested Wilbur-Ellis to submit additional
geologic cross section. Specifically, staff requested to include the missing CPT location CPT-25.
Geosyntec submitted the geologic cross section-CPT-10 to CPT-27 on 18 November 2013.
The Central Valley Water Board staff concur with the proposed work as long as the following
comments are addressed:
1. Staff concurs with the proposed screen interval targeting range of 70-90 feet bgs for the
monitoring well MW-12. However, given the downward vertical gradients known to exist in
this area, monitoring well MW-13 should be screened within the 80-100 feet bgs range to
capture the deeper section of the coarse-grained unit. This unit is presented in the geologic
cross section adjacent to CPT-27, where the location of MW-13 has been proposed.
2. All the new wells should be sampled and analyzed in accordance with the Site Monitoring and
Reporting Program No. R-2010-0803.
KAnL E. LONGLEY ScD, P.E., CIIAIR I PAMELA C.
