Clear Day Page 2 of 4
N N
Here is how it works. Small farmers come in with waste oil. The Ag oil collection center verifies that the
oil is not contaminated and then pumps the material into the used oil tank. I called Stephan Kludt this
morning and he told me that almost all of the oil collected is from small farmers. He has his vehicles
serviced at an automotive business off-site. Sometimes, although very rarely, they will have a situation
that requires that they change filters on vehicles or change the oil themselves. When this occurs, the
used oil is placed in the same tank. Kludt and Sons produces no other hazardous materials as a
byproduct of their operations.
Hope this clears things up. Let me know if I can provide you with anything else
David Gorton, Management Analyst
San Joaquin County - Public Works
Solid Waste Division
From: Aris Cacapit [EH] [mailto:acacapit@sjcehd.com]
Sent: Friday, April 18, 2008 8:22 AM
To: David Gorton
Subject: FW: Question regarding what are SJC DPW Solid Waste HHW facilities permited to accept.
Good Morning David,
Another question for you about the San Joaquin County Solid Waste's Ag Oil Collection Program. May
facilities such as E.F. Kludt & Sons and the other facilities on the list you provided mix their waste oil
with the farmer's waste oil?
Thank you
From: Kasey Foley [EH]
Sent: Thursday, April 17, 2008 4:21 PM
To: Aris Cacapit [EH]; Raymond von Flue [EH]; Garrett Backus [EH]; Muniappa Naidu [EH]; Muniappa
Naidu [EH]
Subject: RE: Question regarding what are SIC DPW Solid Waste HHW facilities permited to accept.
Aris, please follow up with David Gorton about the use of the County's EPA ID# and the conditions
under which it can be used (e.g. can the facility mix their waste oil with farmers waste oil)?
Kasey Foley, REHS
4/25/2008
