SAN JOAQUIN COUNTY <br /> —NVIRONMENTALHEALTH DEPARTMENT <br /> 600 East Main Street, Stockton, California 95202-3029 <br /> Telephone:(209)468-3420 Fax: (209) 468-3433 Web:www.sioov.oro/ehd/unitiii.html <br /> CONTINUATION FORM Page: 3 of 5 <br /> OFFICIAL INSPECTION REPORT Date: 5/20/2010 <br /> Facility Address: 401 North San Jose, Stockton Program: HW <br /> SUMMARY OF VIOLATIONS <br /> (CLASS 1, CLASS II, or MINOR-Notice to Comply) <br /> This is a Routine Hazardous Waste (HW) inspection. The following are all minor violations. <br /> 20. Observed the following HW containers with no HW labels or incomplete HW labels: <br /> -One 55-gallon poly drum of anti-freeze waste outside of used oil storage trailer <br /> Three 16-gallon metal drums of used oil inside used oil storage trailer <br /> -Sixteen 55-gallon metal drums, two 55-gallon poly drums, and one 16-gallon metal drum of used <br /> oil or anti-freeze waste between two storage trailers <br /> HW containers must be labeled with following: 1) the words "Hazardous Waste", 2) Accumulation <br /> start date, 3) Generator name and address, 4) Content, 5) Physical state, 6) Hazardous Characteristic <br /> * Immediately label the above HW containers as above, and continue to label all future HW <br /> containers in this manner. <br /> 23. Unable to determine the date of accumulation of an open 55-gallon drained oil filter container. The <br /> container was not closed to prevent spillage of the drained oil if the container is on its side. <br /> Drained oil filter containers shall be closed in a manner that would prevent spillage of drained oil if <br /> the container is on its side, labeled with the words "Drained Used Oil Filters" and the date of initial <br /> accumulation, and managed within 1 year of storage on site. <br /> * Immediately dispose the above drained oil filters in accordance to Title 22 California Code of <br /> Regulations (CCR), securely close the above and future used oil filter containers to prevent spillage of <br /> the drained oil (i.e. secure lid with a band), label them as described above, and manage the drained <br /> used oil filters within 1 year of storage. <br /> 30. Observed seven empty 16-gallon HW or Hazardous Material (HM) drums in the used-oil storage <br /> trailer, and seven empty 55-gallon HW or HM drums between two storage trailers, with no marking of <br /> the date when they first became empty. <br /> Empty HW or HM containers more than 5 gallon volume capacity must be marked with the date <br /> when they first became empty, and managed within 1 year of that date by either recycling, reuse, or <br /> disposal. <br /> * Immediately manage the above empty containers by recycling, reuse, or disposal. Begin marking <br /> future empty HW or HM containers greater than 5 gallons with the date when they first became empty <br /> and managed within 1 year of that date. <br /> ALL EHO STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE($11$). <br /> THIS FACILITY IS SUBJECT TO REINSPECTION ATME EH 'S CURRENT HOUR RATE. <br /> EHD Inspector'.
