San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 ,� F <br /> Telephone: (209)468-3420 Fax: (209) 468-3433 Web:www.sigov.org/ehd <br /> RCRA Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> ECS REFINING LLC 2222 S Sinclair Ave, Stockton Aril 03, 2017 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item # Remarks <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> A 55 gallon black steel drum of waste paint under the aerosol can puncturer was observed with no hazardous <br /> property marked. <br /> A 55 gallon black steel drum was observed near the appliance recycling area with no hazardous property and the <br /> contents marked only as"lead." <br /> A 55 gallon black steel drum of PCB containing capacitors was observed near the appliance recycling area with no <br /> physical state and a hazardous property of other- PCB. <br /> A 55 gallon black steel drum of PCB containing waste was observed near the appliance recycling area with no <br /> physical state and a hazardous property of'other- PCB'. <br /> All hazardous waste containers shall be marked with the following information: <br /> -the words"Hazardous Waste" <br /> -name and address of generator <br /> -hazardous properties (ignitable, corrosive, reactive, toxic) <br /> -physical state (liquid, solid) <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all hazardous waste containers are marked with all the required <br /> information. <br /> This is a repeat violation, Class II. <br /> 707 CCR 66273.34 Failed to label universal waste to identify type of universal waste. <br /> A large cardboard box was observed near the maintenance area labeled as"universal waste-cell phones." Twenty <br /> 55 gallon black steel drums were observed in the hazardous waste storage area marked as"universal waste- <br /> smoke detector alarm." Neither identified the type of universal waste. Universal waste shall be marked with the <br /> words "Universal Waste"and the type of waste (batteries, mercury containing equipment, lamps, electronic devices, <br /> CRTs, CRT glass). Immediately label these wastes and ensure that all universal wastes are labeled with the <br /> required information. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection. The EHD has written the <br /> complete report which replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, within 30 days of receiving the complete inspection report. <br /> Note: The facility is in the process of dissolving Regenesys Glass Processing into ECS Refining. This process <br /> began in March 2016. <br /> Please be aware as of January 1, 2013, all businesses are required to submit all hazardous materials information <br /> Page 9 of 10 <br />
