(209)468-3420 Fax:(209)468-3433 Web:www.siaov.org/ehd <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> J M EQUIPMENT COMPANY INC 321 SPRECKELS AVE MANTECA February 03, 2016 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS 11,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 607 CCR 66266.81(b) Damaged lead acid batteries not properly managed and labeled. <br /> At least one oversized fork lift battery with visible leakage was noted in the yard area in the vicinity of the onsite diesel <br /> tank, several other(possibly leaking) car sized batteries were noted in the outdoor area behind the maintenance shop. <br /> Also, one car sized battery was observed completely submerged in the liquid (Mr. Rowie Sizemore indicated its rain <br /> water) located inside the secondary containment of the outdoor diesel tank. <br /> A damaged battery shall be managed so as to minimize the release of acid and lead and to protect the handlers and <br /> the environment, including at a minimum: <br /> 1. stored and transported in a nonreactive, structurally secure, closed container capable of preventing the release <br /> of acid and lead; <br /> 2. a container holding one or more damaged batteries shall be labeled with the date that the first battery in the <br /> container was placed there, i.e., the initial date of accumulation; <br /> 3. all container labels shall be written in ink, paint or other weather-resistant material so that the date is legible and <br /> conspicuous <br /> 4. a container holding one or more damaged batteries shall be packed for transportation in a manner that prevents <br /> the container from tipping, spilling or breaking during the transporting. <br /> Immediately manage, store, and label all damaged lead-acid batteries in accordance with Title 22 regulations. Submit <br /> proof of correction to the EHD. <br /> This is a Class II violation. <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> One 55 gallon container of oil filters(located onsite the hazardous waste storage area) had no lid. Used oil filters shall <br /> be drained of free-flowing oil, stored in a closed, rainproof container, labeled as"drained used oil filters,"and marked <br /> with an accumulation start date. This filter container was closed at the time of inspection, ensure that all used oil <br /> filters are managed in this way. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by 3-3-2016. <br /> Please be aware as of January 1, 2013, all businesses are required to submit all hazardous materials information <br /> online to the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov.
