The system is equipped with an in ground tank/sump with the capacity of <br /> approximately 150 gallons and several above ground clarifier tanks. According to Mr. Scott Dahlgren it's a closed loop <br /> system with several above ground clarifier tanks that utilize a reusable filter system. Mr. Dahlgren indicated that <br /> clarifier filters are washed back into the inground sump system and are re-used. During the inspection a sludge like <br /> substance was noted on the paved surface inside the pressure washing bay; the stored material was dark black in <br /> color and the area it covered measured several feet across several inches in hight and at least 10 feet in length. Mr. <br /> Dahlgren indicated that the sludge is being dried and Rowie Sizemore indicated that they will be making a hazardous <br /> waste determination for this material. <br /> 2)Two metal storage containers were noted outside the shop area adjacent to the western building wall; both of these <br /> storage containers had some free flowing liquid with rainbow sheen and were 1/4 full of empty plastic containers. The <br /> two large metal containers were 6-7 feet long and 3-4 feet tall and had no lids. They were labeled as "Central Valley <br /> Recycling 209-544-1578". Mr. Dahlgren indicated that these plastic containers (approximately 1-2 gallons each which <br /> previously held automotive liquids) are placed outside once they are completely drained of any liquid to be picked up <br /> by the Central Valley Recycling; Mr. Dahlgren indicated that this company takes the entire metal container; no sorting <br /> or liquid removal takes place at the site. A container draining area was noted inside the hazardous waste storage <br /> room. <br /> 3) Liquid with some rainbow sheen was also noted insite the secondary containment for the outside 255 gallon diesel <br /> oil tank located in the southwestern portion of the property. Rowie Sizemore indicated that the liquid will be removed <br /> and a hazardous waste determination will be made for the removed liquid. <br /> Any person who generates a waste shall determine if the waste is a hazardous waste. Immediately make a <br /> hazardous waste determination for the above noted liquids and sludge, and manage them according the Title 22 <br /> hazardous waste regulations. Submit a statement and supporting documentation explaining how this waste was <br /> managed. <br /> This is a Class II violation. <br /> Page 4 of 12 <br />
