Hwy 26, Linden, CA <br /> I. Summary <br /> John Jackson performed an unannounced routine inspection on 6/23/04. During the inspection <br /> Mr. Jackson discovered a raised sensor in the dispenser pan, a major violation. During a <br /> conversation Mr. Jackson had with Mike Eliason on 7/7/04, Mr. Eliason claimed the raised <br /> sensor must have been raised during a weights and measures inspection. <br /> HISTORY <br /> June 23, 2004 <br /> Mr. Jackson attempted to speak with site contact, Mike Eliason, regarding the need for a <br /> monitoring certification. After a second unsuccessful attempt to reach Mr. Eliason, Mr. Jackson <br /> drove to the unmanned facility in an attempt to conduct a routine underground storage tank <br /> (UST) inspection. Mr. Jackson waited for the site technician, introduced himself, and asked if he <br /> could take a look at the facility. The technician (Bo Vance) said "sure." Mr. Jackson then <br /> inspected the UST facility and found one major violation, and six minor violations. The major <br /> violation was from a raised dispenser (attachment 1). The other six UST violations were minor <br /> violations and are listed on the Inspection Report dated 6/23/04 (attachment 2). After the <br /> inspection was complete, Mr. Vance received a speakerphone call in Mr. Jackson's presence, <br /> from his supervisor Mike Eliason. Mr. Eliason asked Mr. Vance about another site and Mr. <br /> Vance informed Mr. Eliason that he had not been to the other site because he had an UST <br /> inspection at this site. Mr. Vance then read the inspection report violations to Mr. Eliason. Mr. <br /> Eliason's voice changed, and in an angry tone he asked if the Environmental Health Department <br /> had made an appointment. Mr. Vance said, "no," then Mike Eliason angrily stated, "If they <br /> come up to you and ask you to do an inspection without an appointment you are to tell them no!" <br /> After the phone call Mr. Jackson left the facility. <br /> June 24, 2004 <br /> Mr. Jackson mailed a copy of the Inspection Report to the owner, Amarjit Singh, at 3006 <br /> Country Club Blvd., Stockton, CA, from the address listed in the San Joaquin County <br /> Geographical Development Information system. <br /> 1 <br />
