IV. BACKGROUND: <br /> Dopaco notified the U.S. Environmental Protection Agency (U.S. EPA) in 1987 <br /> that they were a hazardous waste generator. The facility has been located at 4545 <br /> Quantas Lane, Stockton, since November, 1987. From 1981 to 1987, the facility <br /> was located at 800 W. Church Street, Stockton. <br /> On March 28, 1990 this facility had an accidental spillage of cleaning solvent and <br /> printing pigments. A truck upset a 55 gallon drum of waste solvents and pigments <br /> causing it to rupture and drain the contents into the storm drain. William Snavely, <br /> R.E.H.S. of PHS-EHD investigated the complaint (#90-0484) and filed a <br /> Proposition 65 report (#90-075). The waste was pumped out of the storm drain by <br /> I.T. Services of Manteca, CA, under direction from the City of Stockton Municipal <br /> Utilities District. <br /> On October 10, 1990, PHS-EHD conducted a routine hazardous waste generator <br /> inspection. As a result of this inspection, violations of the California Code of <br /> Regulations were identified, including the presence of unlabelled drums containing <br /> hazardous waste, an unattended open drum containing hazardous waste, and the <br /> absence of health and safety training records. <br /> On November 22, 1991, PHS-EHD conducted a routine hazardous waste <br /> generator inspection and a follow up inspection was completed on September 22, <br /> 1992. No violations of Title 22, California Code of Regulations were noted. The <br /> follow up inspection was needed to verify the volume of hazardous waste <br /> generated during these time periods. <br /> The U.S. EPA conducted a Resource, Conservation, and Recovery Act (RCRA) <br /> Compliance inspection on May 20, 1992 to determine Dopaco's compliance with <br /> hazardous waste regulations. No RCRA violations were observed at the time of <br /> this inspection Because no RCRA wastes are generated, the U.S. EPA# CAD <br /> 982415804 was deactivated and Dopaco was issued a new CAL # 921143622. <br /> V. GENERAL DESCRIPTION OF FACILITY: <br /> Dopaco manufactures paperboard cartons, paperboard cups, and plastic cup lids <br /> for the fast-food industry. Roto-gravure printing presses are used to print designs <br /> onto paperboard with inks. Dopaco purchases water-based ink and mixes it with <br /> an extender and an alcohol/water mixture before using it for printing. The <br /> extender is composed of the same constituents as the ink, but does not contain <br /> any pigments. The alcohol/water mixture, which may include isopropyl alcohol, <br /> isobutyl alcohol, and n-propyl alcohol, is composed of approximately 80% water <br /> and 20% alcohol and is added to the ink in order to maintain the desired viscosity <br /> and color of the product.
