Old equipment was observed blocking containers of hazardous waste containing ink slude and ink solids . Adequate aisle space shall be maintained to allow the unobstructed movement of personnel , fire protection , spill control equipment, and decontamination equipment to all areas of facility operation in an emergency. Immediately maintain aisle space to allow the unobstructed movement of personnel , fire protection , spill control equipment, and decontamination equipment to any area of facility operation in an emergency. This is a minor violation . 403 CCR 66262 . 34 (d ) (2) Failed to keep hazardous waste containers closed except when adding or removing hazardous waste. In the ink tank area : -One white 5 gallon plastic bucket containing dried ink waste was observed without a lid . -Four steel 1 quart buckets containing dried ink waste were observed without a lid . ,,One ink tank with dried green ink waste at the bottom was observed without a lid . ,,One plastic 1 quart bucket containing an ink sludge was observed without a lid . In the machine area : ,,,One white five gallon plastic bucket containing ink filters was observed without a lid . In the outside area : One plastic 1 quart bucket containing oily water was observed without a lid . All hazardous waste containers shall be closed at all times except when adding or removing waste. Immediately close these containers and ensure all hazardous waste containers are closed when not adding or removing waste . This is a repeat violation , Class II . 406 CCR 66261 . 7 Contaminated container not marked with date emptied or managed within one year of being emptied . In the machine area , one grey empty 55 gallon steel drum was observed without an empty label . In the outside area , seven 270 gallon plastic totes and thrity 55 gallon poly drums were observed without an empty label . In addition , four 270 gallon plastic totes were observed with an empty date of 3/14/2017. Containers larger than five gallons that previously held a hazardous material shall be marked with the date they were emptied and managed within one year of being emptied . Immediately mark and manage all empty containers per this section . If the container has been on site longer than a year, immediately find a use for the tote or dispose of it and submit disposal records to the EHD . This is a repeat violation , Class II .
