Valpico Road, Tracy CA Program: HW <br /> SUMMARY OF VIOLATIONS <br /> CLASS I,CLASS II or MINOR-Notice to Compi <br /> ± #23 Used Oil Filter storage: <br /> At time of inspection a used oil filter was seen sitting on a secondary containment pallet in the hazardous waste storage area. <br /> Used oil filters must be stored in a closed container, labeled"Drained Used Oil Filters"with a start accumulation date. It can <br /> not be determined how long the filter has been on site. Immediately recycle this filter. Within 30 days, July 2010 provide <br /> this office with a copy of the bill of lading. Begin this practice for future storage of used oil filters. <br /> #27 Failed to keep containers of hazardous waste closed unless actively adding/removing hazardous waste: <br /> At time of inspection: <br /> 3-5 gallon buckets in the hazardous waste storage area <br /> 1-5 gallon bucket in the maintenance shop <br /> were seen open. All containers of hazardous waste must be kept closed unless actively adding/removing hazardous waste. I <br /> f Immediately close these containers and begin this practice for.future storage of hazardous waste. <br /> #28 Failed to inspect HW containers at least weekly: <br /> I Hazardous waste storage areas were not being inspected. The owner or operator shall inspect areas used for container <br /> storage or transfer, at least weekly, looking for leaking containers and for deterioration of containers and the containment 4 <br /> system caused by corrosion or other factors. Immediately begin weekly.inspections. f <br /> #30 Empty HW or Haz Mat container: <br /> At time of inspection 6 empty 55 gallon drums were seen in the hazardous waste storage area. Any container larger than 5 <br /> gallons which once held a hazardous waste or hazardous material must be labeled"empty"with the date the container was <br /> emptied. The empty container must be managed within 1 year. Immediately manage these containers and begin this <br /> practice for future storage of empty containers. <br /> #45 Contingency plan incomplete: <br /> At time of inspection the contingency plan on site was incomplete. The contingency plan must include: <br /> 1. Description of actions facility personnel will take in response to fires, explosions, or any sudden or non-sudden release of <br /> hazardous waste to air, soil or surface water at the facility <br /> 2. Description of arrangements made with local police departments,fire departments, hospitals;contractors and State and <br /> local emergency response teams to coordinate emergency services <br /> 3. List name,address, and phone numbers (office/home/cell)of all persons qualified to act as emergency coordinator. <br /> Where more than one person is listed, one shall be named as the primary emergency coordinator and all others in order in <br /> which they will assume responsibilities. <br /> 4. List all emergency equipment,which includes location, physical description,and brief outline of its capabilities. <br /> 5. Evacuation routes for facility personnel where there is a possibility of evacuation. <br /> 6. Current telephone number for State Office of Emergency Services. <br /> If the facility has a Spill Prevention, Control and Countermeasures plan, or some other emergency or contingency plan, the <br /> owner or operator need only amend that plan to incorporate hazardous waste management provisions that are sufficient to <br /> comply with the requirements of this chapter, immediately prepare or amend an existing plan to fulfill the requirements of this <br /> chapter. Within 30 days,July W2010 submit a copy of the plan to this office. <br /> }' ALL EH STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE($1151. <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE.
