SAFETY MANAGEMENT PROGRAM POLICY/PROCEDURE NILAL <br /> TITLE: HAZARDOUS WASTE CONTINGENCY PLAN POLICY NUMBER 5.06 <br /> PAGE 12 OF 13 <br /> facility and associated hazards, places where facility personnel would <br /> normally be working, entrances to roads inside the facility, and possible <br /> evacuation routes; <br /> 3.10.4.2 Where more than one police and fire department might respond to <br /> an emergency, agreements designating primary emergency authority to <br /> a specific police and a specific fire department, and agreements with <br /> any others to provide support to the primary emergency authority; <br /> 3.10.4.3 Agreements With State emergency response teams, emergency <br /> response contractors, and equipment suppliers,and <br /> 3.10.4.4 Arrangements to thmiliari e local hospitals with the properties of <br /> hazardous waste handled at the facility and the types of injuries or <br /> illnesses that could result from fires, explosions, or releases at the <br /> facility. <br /> 3.10.4.5 Where State or local authorities decline to enter into such <br /> arrangements, the administrator (or designee) shall document the <br /> refusal. <br /> 3.11 Emergency equipment includes the following items <br /> 3.11.4 Fire extinguishers are A, B, C extinguishers and are located throughout the <br /> facility (see Attachment B with list of exact locations.) Extinguishers are <br /> operated by, 1. Holding the extinguisher upright and pulling the ring, 2. <br /> Starting back 8 feet, and aiming nozzle at base of fire, 3. Squeezing the lever <br /> and sweeping side to side until the fire is extinguished. <br /> 3.11.5 The smoke and fire alarm is both manually and electrically operated and will <br /> automatically send an alarm to the appropriate Fire Department. The <br /> automatic sprinkler system is connected to the fire alarm system The main <br /> panels for the alarm in the Stockton Medical Office is in the front lobby with an <br /> additional panel in Central Plant. For Manteca, the panel is in the front lobby. <br /> In the Tommydon Building in Stockton, the main panel is in the electrical <br /> distribution room with a smaller panel near the security desk. For list of <br /> additional alarms,please see Attachment C. <br /> 3.11.6 An overhead paging system is available in the Stockton and Manteca Medical <br /> Office Buildings and is located in the Communications Department with <br /> speakers throughout the facility. <br /> 3.11.7 Spill control equipment is located in key areas throughout the clinics including <br /> all pharmacies, Medicine 1, the ambulatory surgery center and with additional <br /> supplies available in the EVS storage room. Contents of the spill kit include: <br /> absorbent pads, plastic bags with ties, labels, disposable shoe covers, gloves <br /> safety glasses and marker.
