An emergency coordinator is lacking. There must be at least one emergency coordinator on site or on call to coordinate emergency response measures, and the following information must be posted by a phone: the name and phone number of the emergency coordinator, location of fire extinguishers, spill control equipment, and if present, fire alarm; and the phone number of the fire department, unless the facility has a direct alarm. Immediately appoint an emergency coordinator and post the required information by a phone. A form is provided that can be used for this purpose. This is a minor violation. 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. Significant amounts of wash water residue, dried paint and sanding dust were found in runoff toward the storm drain. Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous waste to air, soil, or surface water which could threaten human health or the environment. Immediately stop contaminated water from reaching the storm drain, and manage according to Title 22 hazardous waste regulations. Submit a statement and supporting documentation explaining how this waste was managed. This is a minor violation. 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous waste. The following containers were found open and with the lid unsecured: -Two blue, steel, 55 gallon drums of waste paint filters. All hazardous waste containers shall be closed at all times except when adding or removing waste. Immediately close these containers and ensure all hazardous waste containers are closed when not adding or removing waste. This is a minor violation. 406 CCR 66261.7(f) Contaminated container not marked with date emptied or managed within one year of being emptied. According to Don Kerr, a parts washer in the paint building has been deactivated and is in the process of being removed. The parts washer contains a strong solvent odor and has not been marked empty or indicated which date it was emptied. Containers larger than five gallons that previously held a hazardous material shall be marked with the date they were emptied and managed within one year of being emptied. Immediately mark and manage all empty containers per this section. This is a minor violation. Page 4 of 6
