San Joaquin County
Environmental Health Department DIRECTOR
Donna Heran, REHS
600 East Main Street
Stockton, California 95202-3029 PROGRAM COORDINATORS
Robert McClellon,REHS
Jeff Carruesco, REHS, RDI
Website: www.sjgov.org/ehd Kasey Foley, REHS
o a Phone: (209)468-3420 Linda Turkatte, REHS
Fax: (209)464-0138
August 16, 2011
City of Manteca
Manteca City Library Park Expansion
245 N Union Street, Manteca, CA 95337
Kevin Fant
Subject: 320 W Center Street, Manteca, Ca 95337
The San Joaquin County Environmental Health Department (EHD) has reviewed the analytical
results of the soil samples taken from beneath the underground storage tank(s) that were
removed from the above subject site on March 4, 2011. The analytical results from in-situ soil
samples collected from the excavation showed the maximum concentration of total petroleum
hydrocarbons quantified as diesel (TPHd) to be 16 milligrams per kilogram (mg/kg), well below
the 100 mg/kg allowable for your site conditions. In addition, the concentrations of the five
metals cadmium, chromium, lead nickel and zinc were not significantly elevated. The data is
consistent with low-risk conditions.
This letter confirms the completion of the tank removal investigation for the underground storage
tank#TA0520123. With the provision that the information provided to this agency was accurate
and representative of existing conditions, it is our position that no further action is required at
this time.
Please be advised that this letter does not relieve you of any liability under the California Health
and Safety Code or Water Code for past, present, or future operations at the site. Nor does it
relieve you of the responsibility to clean up existing, additional or previously unidentified
conditions at the site which cause or threaten to cause pollution or nuisance or otherwise pose a
threat to water quality or public health.
Additionally, be advised that changes in the present or proposed use of the site may require
further site characterization and mitigation activity. It is the property owner's responsibility to
notify this agency of any changes in report content, future contamination findings or site usage.
If you have any questions, contact Muniappa Naidu, REHS, at (209) 468-3439.
Nuel Henderson, PG
Engineering Geologist
