UNDERGROUND STORAGE TANK CLOSURE PLAN
FOR
PACIFIC GAS AND ELECTRIC COMPANY'S
STOCKTON GAS LOAD CENTER
---------------------------------------------
1. Location: Stockton Gas Load Center, 535 South Centep;_
Stockton, California.]
Contact: Mike Harbick Phone #(209) 443-5563
2. Physical Description: 5,000 gallon, single walled steel tank
with associated piping.
3. Contents: Unleaded Gasoline
4. Contractor: Precision Industries
5. Soil Sampling: The soil sampling and testing will be per-
formed by the Twining Laboratories, Inc.
6. Notification: The San Joaquin County Health Department will
be notified at least 48 hours prior to tank removal and soil
sampling.
7. Procedures: Before excavation begins, any residual sludge or
free liquid will be removed from the tank. Clean excavated
material will be stockpiled on-site for use in backfilling
the excavation. The tank and piping will then be uncovered
with a backhoe. The piping will be removed and stockpiled
for off-site disposal.
Flammable vapors will be purged by introducing 1.5 pounds of
dry ice into the tank per 100 gallons of tank capacity and
sealing all openings except the vent port, at least one hour
before tank removal. Following removal, the tank will be
manifested on-site and transported by a licensed hazardous
waste hauler to the Erickson Inc. class 1 disposal facility
in Richmond Ca.
Any obviously contaminated soils will be excavated and
stockpiled for off-site disposal. A soil sample will then be
taken from the bottom of the excavation and laboratory tested
for Total Hydrocarbons. At least one sample will be taken
for every 200 square feet of tank excavation and for every 20
lineal feet of piping excavation.
