y Health and Safety Plan <br /> Underground Tank Program <br /> Tank Removal or <br /> Over••-Exc:avation Resample <br /> INTRODUCTION <br /> PURPOSE AND SCOPE <br /> The Health and Safety Plan, for underground tank removal/over- <br /> excavation, provides for the protection of on-site personnel and the <br /> surrounding community during site characterization activities. The <br /> requirements, specifications and procedures presented with this plan <br /> will apply to all personnel on-site, including employees, sub- <br /> contractors, site visitors and regulatory agency personnel. <br /> KEY_PERSONNEL <br /> HAZARD--ANALYSIS <br /> The most significant risk associated with petroleum contaminated <br /> soil is exposure to aromatic compounds. Skin contact will be <br /> eliminated by use of clothing, eye wear, and gloves and the <br /> inhalation hazard will be minimized using appropriate respiratory <br /> Protective devices as determined by on-site air monitoring. The <br /> Safety Coordinator/Project Manager• will establish an exclusion zone <br /> encompassing a 50 foot radius from the work. area. Access within . <br /> this zone will be limited to required personnel. Total organic <br /> vapors will be monitored within the exclusion zone Using a <br /> photoionization detector• (PID) calibrated for• benzene the most toxic <br /> of the aromatic hydrocarbons. Current enforceable and recommended <br /> exposure limitations for• potential site contaminants ar•e presented <br /> in Table 1. <br /> PERSONAL PROTECTIVE E4l1IPMENT <br /> A minimum of US EPA level D protection will be required within the <br /> exclusion zone for any workers engaged in sample collection or other• <br /> activities on this site. Level D protection will include: <br /> a Disposable Tyvek coverall (When in contact with <br /> contaminated material ) <br /> o Boots with steel toe <br /> o Splash goggles or• safety glasses <br /> Chemical resistant disposal gloves (When in contact <br /> with contaminated material ) <br /> Level C protection will be required if PID readings exceeding lei ppm <br /> over background concentration are recorded in the workers breathing <br /> zone. Level C protection will consist of: <br /> o Disposable Tyvek coverall <br /> o Boots with steel toe <br /> o Chemical resistant boot covers <br /> o Chemical resistant disposal gloves ( inner) <br /> o Chemical resistant outer gloves <br /> o MSHA/NIOSH approved half-mask air-•purifying <br /> respirator with dual organic vapor cartridges <br /> PID reading exceeding 250 ppm in the workers breathing zone will <br /> require work stoppage and site evacuation. An explosion proof <br /> fan may be used to vent the work area. <br /> -.l-- <br />
