Pacific Gas and Electric Company Stockton Division
4040 West Lane
November 11, 2000 So.Box 930
Stockton, CA 95201
Ms. Danelle Langford
California State Office of Emergency Services
2800 Meadowview Road
Sacramento, CA 95832
r
Dear Ms. Langford,
This letter is a follow up written report for the verbal spill notification discussed with you
on Monday, November 6, 2000 at 14:40. At that time you assigned control number 00-
5193 to this spill event. Notifications were also made to Dennis Fields at the San
Joaquin County Office of Emergency Services at 14:40 on 11/6/2000, and to Vidal
Petroza at the San Joaquin County Environmental Health Department at 14:45 on
11/6/2000.
There was a release on Monday, November 6, 2000 located at 1904 West Charter Way,
Stockton, San Joaquin County, 95234. Strong winds caused a power pole to fall over
onto a fence and an industrial parking lot. One of two transformers attached to the pole
leaked 12 gallons of non-PCB mineral oil to the asphalt parking lot and a small patch of
soil adjacent to the asphalt. The wires that fell damaged three trucks in the parking lot
by falling on them and electrically arcing to the trucks. The spill location was in a high
visibility area next to Charter Way.
A PG&E crew applied absorbent to the free liquid on the asphalt, and then double
washed and rinsed the asphalt with a Penetone detergent solution. The crew also
removed all visibly contaminated soil and debris for offsite disposal.
If you have any questions, or wish to discuss this matter in greater detail, please
contact me at (209) 942-1566.
Trely, ,
David J Germann
Environmental Field Specialist
cc: Vidal Petroza
San Joaquin County Environmental Health Department
304 E.
