Hinson <br /> In your letter dated July 6, 1994, you state that it is <br /> unfortunate that I did Not comply with the approved work <br /> plan for the removal of the UST's. You stated that one <br /> condition was that the method 8020 would be used to analize <br /> the soil. 8020 Method means nothing to me. I hired a lab <br /> on the county's approved list to do the soil analysis. I <br /> assumed that since the county was observing and telling the <br /> lab people where and what to do, that the tests were done <br /> according to the original plan. If something was not done <br /> properly, I should have been told when the lab notified <br /> Mr. Knoll. This is the first time I have heard about any <br /> correspnftdance between the lab and Mr. Knoll. I was not <br /> notified. If I had known, I would have contacted the lab <br /> and made sure the tests were done properly. <br /> At the time the tanks were removed, we had to leave the <br /> excavation open. The soil was taken away to a vacant lot and <br /> covered. We were ordered to go down 1.0 ft, more and retest, <br /> which was done by the lab with the county again observing. <br /> Then later the county asked if we were ready to test the <br /> stored soil` and the lab came back and retested the soil, <br /> with the county observing, and later we were told we could <br /> spread the soil. In the meantime, we were told we had to <br /> bring in fresh soil to fill the excavation, which we did. <br /> The only way I would know that this was not being done to <br /> your specifications is if you had informed me.
