Cherokee <br /> Lodi, CA <br /> San Joaquin county Public Health Services, Environmental Health Division <br /> (PHS/EHD) has reviewed your letter dated June 21, 1994. <br /> In the letter you state that you complied with all of San Joaquin County's <br /> requirements in 1988 when the underground storage tanks (UST's) were removed. <br /> Unfortunately this is not the case. When PHS/EHD approved the work plan for the <br /> removal of the UST's one of the conditions listed was that Method 8020 would be <br /> used to analyze the soil samples for benzene, toluene, and xylene (BTX) . <br /> California Water Labs used the headspace method instead. A copy of the approval <br /> conditions and the letter from California Water Labs stating the method used are <br /> enclosed for your reference. <br /> In July 1993 when you requested a closure letter, PHS/EHD sent you a memo <br /> outlining your options at that time (copy enclosed) . The option for obtaining <br /> closure informed you that you must remove and sample the soil beneath the product <br /> lines and resample previous sample locations. <br /> On April 22, 1994 the piping was removed and soil sample results as well as <br /> PHS/EHD staff observations confirmed soil contamination. <br /> You have applied to the State Water Resources Control Board Cleanup Fund Program <br /> for reimbursement of cleanup costs.
