NNW, �J <br /> U-Haul <br /> Facility Number 709-83,450 North Cherokee Lane <br /> Lodi, California <br /> WPI Project#96237 <br /> HEALTH AND SAFETY PLAN <br /> Page 7 <br /> • Any hazardous waste removed from the site must be transported under manifest by a <br /> registered transporter subject to all applicable governmental regulations. <br /> • A minimum of 20 pounds of crushed dry ice per 1,000 gallons of capacity will be placed into <br /> the tank. Cap fill pipe and dissipate the vapors through the vent pipe for a minimum of two <br /> hours. <br /> • Remove surface asphalt or concrete and dispose off-site. <br /> • Excavate soils below paving in lifts as directed by U-Haul and the County oversight agency. <br /> • If at anytime during the excavation, the lower explosive limit of the atmosphere around the <br /> tank exceeds 10 percent, all work will cease and proper mitigation procedures will be <br /> instituted. <br /> • Remove all associated piping, dispensers, etc. from tank and dispose off-site, inspect for any <br /> possible leaks. <br /> • No cutting torch, open flame, or spark producing equipment shall be used on the tanks or <br /> piping at any time. <br /> • Air purging of the tank shall begin whenever the tank's atmosphere is found to be above 10 <br /> percent of the lower explosive limit (LEL) and shall continue until the readings are at or <br /> below 5 percent of the LEL or 700 ppm or as directed by the local agencies. <br /> • A pneumatic cold cutting tool shall be used to cut a manway to observe the complete interior <br /> of the tank. The minimum size hole shall be 24 inches by 24 inches. <br /> • Triple rinse inside of the tank with high pressure water. Loose scale, sludge, and rinse water <br /> shall be removed by the vacuum truck. Continuous air purging may be necessary to maintain <br /> 5 percent of the LEL within the tank. <br /> • When all rinse water and debris have been removed from the tank, and the lower explosive <br /> limit reading is 0%, the washing may cease. <br /> • Finish excavation of soil around tank and remove tank by lifting only. Tanks shall be <br /> removed intact. Inspect tank for signs of leakage. <br />
