III. FACILITY BACKGROUND <br /> A. FACILITY BACKGROUND AND DESCRIPTION:Newark Sierra Paperboard Mill with inactive <br /> 210,00 gallon UST containing# 6 fuel oil in southeast comer of Site. The UST presently <br /> contains approximatelV 45,000 gallons of water over a 25,000 gallon laver of residual #6 fuel oil. <br /> UST is constmcted with a concrete bottom and sides and a wooden roof that is situated at the <br /> ground surface level <br /> B. SITE HISTORY(USE OF SITE, ORIGIN OF CONTAMINATION): The site use is a Paper- <br /> board mill with a 210,00 gallon# 6 fuel oil UST formerly used to fire steam boilers on site. <br /> Date of UST installation is unknown but is likely to be over 40 years ago. <br /> There is the potential for unauthorized releases through leaks and or minor spills <br /> during filling operations over time <br /> C. HAZARDOUS INCIDENCE HISTORY (HISTORY OF INJURIES, EXPOSURE, CHEMICAL <br /> SPILLS, COMPLAINTS, ETC.): Potential unauthorized releases from the UST through leaks <br /> and <br /> or minor spills during filling operations over time. <br /> D. PURPOSE OF ACTIVITY/OBJECTIVE OF HLA's WORK (CHARACTERIZATION, REMEDIAL <br /> ACTIONS, EXCAVATION, TRENCHING; INCLUDE LOCATION WITH RESPECT TO AREAS <br /> OF KNOWN OR SUSPECTED CONTAMINATION): Removal of UST and associated piping. <br /> Remove wooden roof and haul off as inert construction debris. Remove residual contents and <br /> haul off site to recvcler. Clean UST with high prossure steam. Remove concrete bottom and <br /> sidewalls and haul off as inert construction debris or crush and use as backfill. Collect <br /> confirmation samples from bottom of excavation with backhoe bucket. Backfill and compact <br /> excavation in lifts. <br /> E. SITE STATUS (ACTIVE, INACTIVE, UNKNOWN): Active Paperboard Mill <br /> F. SURROUNDINGS (LOCATION WITH RESPECT TO CITY, ROADS, RESIDENCES, <br /> BUSINESSES,NATURAL FEATURES, GRADIENTS,TANKS,ETC.): Site occupies approxi- <br /> " ately 40 acres of land at 600 West Church Street, Stockton CA.
