i
appear critical, persist or get worse, immediate medical attention will be sought.
5.3 Heavy Equipment Operation
Prior to beginning work, the equipment to be used will be inspected by the Project Manager. Any
deficiencies noted will be corrected before the equipment is released for work. All equipment
will have operable back-up alarms and fire extinguishers. Ground personnel working around
equipment will be instructed on safe work distances from equipment.
6.0 Work and Support Zones
One of the most important aspects of site management is the manner in which the site is physically
arranged to accomplish the remedial objectives. The site will be divided into three zones for this project:
Exclusion Zone, Contamination Reduction Zone and the Support Zone. Movement of personnel and
equipment between zones will be controlled. This procedure will keep the contaminates within specified
areas on-site and reduce the potential for the contamination to spread.
61 Exclusion Zone
All remedial activities will be performed in the Exclusion Zone. Any items taken into the
exclusion Zone must be assumed to be contaminated and must be decontaminated before the item
leaves the area.
Vehicles, equipment and materials brought into the Exclusion Zone will remain in the Exclusion
Zone until no longer necessary to the project, or until properly decontaminated. All contaminated
— vehicles, equipment and materials will be inspected at the Contamination Reduction Zone prior to
leaving the site. All materials shall be handled in such a way as to minimize the potential for
contaminants being carried off the site.
6.2 Contamination Reduction Zone
All personnel and equipment exiting the Exclusion Zone will do so through the Contamination
Reduction Zone. Caution and warning signs will be posted at this point.
An equipment washing area will be established in this zone. Steam cleaning will be utilized, and
— all water from equipment wash down will be collected for subsequent disposal in accordance with
all local, state and federal regulations, including:
Titles 29, 40, and 49 of the Code of Federal Regulations
Titles 8, 22, 23, 26, and 27 of the California Code of Regulations
San Joaquin County Regulations
The personnel decontamination facilities, when required, will also be located in this zone. When
leaving the Exclusion Zone, personnel will pass through this area, decontaminate themselves as
required before entering the Support Zone.
6.3 Support Zone
The Support Zone includes the remaining areas of the job site, Lunch area, rest rooms and a
command post will be included in this area. All informational/educational material required by
Cal/OSHA and the Navy will be posted. No equipment or personnel will be permitted to enter
the Support Zone without passing through the decontamination stations.
