Site Safety and Health Plan <br /> SECTION 1 <br /> PURPOSE AND POLICY <br /> 1.1 Introduction <br /> This Site Safety and Health Plan (SSHP) establishes personnel protection standards and <br /> mandatory safety practices and procedures for field activities. The SSHP assigns <br /> responsibilities, establishes standard operating procedures, and provides for contingencies that <br /> may arise during site activities. It is the objective of this plan to establish procedures that will <br /> ensure Incident Free Operation(IFO)during field activities. <br /> All site personnel shall use this SSHP as the primary source of information on site safety and <br /> health matters. This SSHP will be kept on site during field activities. <br /> The Site Safety and Health (SSH) Officer will conduct a pre-mobilization briefing on the <br /> contents of this SSHP for all site personnel involved in the covered activities. All such personnel <br /> must sign the Plan Acceptance Form in Appendix A acknowledging that they have attended the <br /> pre-mobilization meeting, and have read and understood this SSHP and will abide by its <br /> contents. <br /> The SSH Officer or designee will conduct daily "tailgate" site safety and health meetings to <br /> discuss work to be performed that day and the potential hazards that will be monitored during the <br /> work. The Daily Field Safety Form in Appendix A will be completed and signed by all <br /> personnel after the "tailgate" meeting and before commencing the day's activities. The Field <br /> Team Leader or the SSH Officer will maintain a copy of the form and transmit it to the Project <br /> SSH Officer at the end of each day. <br /> 1.2 Regulatory Framework <br /> This plan and all site activities will be in compliance with the requirements of the California and <br /> Federal Hazardous Waste Operations and Emergency Response Standards (29 Code of Federal <br /> Regulations [CFR] 1910.120) and Title 8 California Code of Regulations [CCR] 5192. <br /> 1.3 Modifications to the SSHP <br /> Although the SSHP focuses on the specific site conditions described here, it must remain flexible <br /> because conditions may change and unforeseen situations may arise that require deviations from <br /> the original plan. This flexibility allows modification of the SSHP by the Project or Site <br /> Manager,Field Team Leader, and SSH Officer to take into account changing site conditions such <br /> as new data on chemical hazards, weather, and modifications to the scope of work. <br /> Recognizing that construction activities at the site may be long-term and may consist of many <br /> different field tasks, this SSHP has been organized in a manner that will easily idents the <br /> current ongoing work being conducted. <br /> Addendums to the SSHP, as needed, will be clearly displayed in Appendix E. Changes to the <br /> SSHP must be approved by the SSH Officer and the Project or Site Manager. If unanticipated <br /> field conditions are encountered on site that are not addressed in this SSHP, these conditions <br /> Incident Free Operation Page 10 of 68 <br />
