Concrete was broken on top of 87 and 91 tank to replace the Environ collar with a fiberlite cellar <br />and lid in late 2011, and a permit was not nbtained from the EHD. Emergency repairs relating to UST <br />system monitoring and release detection may be performed by a properly licensed, trained, and certified <br />contractor pursuant to the EHLYs policy and a permit obtained within one business day from the EHL). <br />All other repairs must have a permit Submitted to and approved by the EHD prior to beginning work. <br />Immediately obtain a permit from the EHD for the lid replacement and have a properly licensed, trained, <br />and certified contractor test the tanks to demonstrate that the integrity of the 87 and 91 tanks were not <br />compromised. A "f=ailure to Obtain a Permit" penalty applies. <br />310,,Llquid was observed in the 87 turbino sump. if water could enter into the secondary containment <br />by precipitation or infiltration, it must be removed and disposed of properly. Immediately remove this <br />liquid, make a hazardous waste determination per Title 22 hazardous waste regulations, and manage it <br />accordingly.
