Concrete was broken on top of 87 and 91 tank to replace the Environ collar�with a fiberlite collar <br />and did in late 2011, and a permit was not obtained from the EHD. Emergency repairs relating to UST <br />system monitoring and release detection may be performed by a properly licensed, trained, and certified <br />contractor pursuant to the EHD's policy and a permit obtained within one business day from the EHD. <br />All other repairs must have a permit submitted to and approved by the EHD prior to beginning work. <br />Immediately obtain a permit from the EHD for the lid replacement and have a properly licensed, trained, <br />and certified contractor test the tanks to demonstrate that the integrity of the 87 and 91 tanks were not <br />compromised. A "Failure toObtaina Permit" penalty applies. <br />310.l,iquid was observed in the 87 turbine sump. If water could enter into the secondary containment <br />by precipitation or infiltration, it must be removed and disposed of properly. Immediately remove this <br />liquid, make a hazardous waste determination per Title 22 hazardous waste regulations, and manage it <br />accordingly. Ensure that the 87 sump is maintained free of liquid.
