General <br /> 1.1 Purpose <br /> The purpose of this document is to delineate Sprint's standard procedures for the Fuel Storage Tank <br /> Monitoring/Management program, Any tank that has at least 10 percent of its volume located <br /> underground and contains petroleum or certain hazardous chemicals is, along with the underground <br /> piping connected to it, an underground storage tank(UST). These tanks are subject to local, state, and <br /> federal UST regulations. Any Aboveground Storage Tank(AST) with a fuel capacity of 500 gallons or <br /> more may be subject to local,state, and federal AST regulations. <br /> 1.2 Scope <br /> These procedures are based on the Environmental Protection Agency(EPA)rules and regulations dated <br /> September 23,1988 and EPA's technical standard dated December 22,1998, for protection against <br /> spills, overfills and corrosion. The procedures and standards in this document are minimum <br /> requirements, State and local authorities may have more stringent regulations for fuel storage tank <br /> management than those listed here. In this case, the state and/or local regulations supersede company <br /> policy. <br /> This document does not provide requirements for all states and localities. It is, however, national in <br /> scope, since it deals with underground diesel fuel storage tanks with a capacity greater than 110 gallons <br /> and regulated aboveground tanks, at all generator-equipped locations. <br /> 1.3 Responsibilities <br /> The Switch Operations Director, Network Property and Controls Director, and Transmission Field <br /> Operations (TFO) Directors are responsible for overall compliance with the procedures in this <br /> document. The Switch Operations and TFO Managers are responsible for allocating resources in the <br /> field to follow the instructions herein to implement these procedures. Network Property and Controls <br /> personnel are responsible for compliance at all LDD Network Facilities. Environmental Health and <br /> Safety is responsible for annual tank registrations, certification of financial responsibility, remediation, <br /> and for any additional permit requirements of state or local agencies. <br /> 1.4 Reason for Reissue <br /> This practice is reissued to update procedures for sites that are monitored by the Building Automation <br /> System(BAS)and to add a reference document. <br /> 3 <br /> Copyright(DI 999-2001 Sprint Corporation <br /> The information in this document is proprietary.
