Secondary containment shall be constructed to prevent any water intrusion into the system by precipitation, <br />infiltration, or surface runoff. The service technician removed approximately one-quarter cup of liquid from the <br />91 -product STP and fill sumps and the 87 -product fill sump and returned the sensors to their proper location. It was <br />noted during the inspection today that the L3 fill sump 91 and L4 fill sump 87 208 sensors have alarmed due to <br />liquid in the fill sumps over the past year. Immediately contact a properly licensed, trained, and certified contractor to <br />address the water intrusion into the sumps. <br />This was corrected on site. <br />This is a minor violation. <br />319 <br />CCR 2635(b) No spill bucket, failed to contain five gallons, or failed to provide a means to keep it empty. <br />The 91 -product spill container failed the one-hour hydrostatic test. All LISTS shall be equipped with a spill container <br />that has a minimum capacity of five gallons and a drain valve that allows drainage of the collected spill into the <br />primary container or provides a means to keep the container empty. The service technician replaced the cap and <br />retested and the 91 -product spill container passed the one-hour hydrostatic test. <br />This was corrected on site. <br />This is a repeat violation, Class Il. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by July 22, 2017. <br />Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br />documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br />Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br />applicable), and the Owner Statement of Designated Operator Compliance.
