At that time (or actually probably a few years <br /> before) we will evaluate the penetration of ORVR vehicles to see if there is emission <br /> benefits in keeping Phase IT requirements in CA. <br /> USEPA may allow states to remove Phase IT systems earlier than 2020, but our calculations <br /> show there will still likely be 5% non-ORVR vehicles on the roads at that time. 5% may <br /> seem low, but if it is uncontrolled, that's a lot of emissions. <br /> Cindy <br /> 1 <br />
