r too %/
1.0 INTRODUCTION
On behalf of PSC Environmental Services (PSC), ETIC Engineering, Inc. (ETIC) has prepared
this Gasoline Underground Storage Tank Piping Closure Report for the Earthgrains Baking
Companies, Inc. site (the Site) located at 2651 South Airport Way in Stockton, California
` (Figure 1). Abandoned piping associated with the former gasoline underground storage tank
(UST) systems were discovered, during oil/water separator sump removal activities performed
` on October 4, 2007. This report presents a description of gasoline UST piping removal and soil
sample collection activities performed by ETIC on October 5, 2007. This report includes
evaluation of the analytical data, waste disposal documentation, and a description of site
r restoration activities.
2.0 DESCRIPTION OF THE SITE AND VICINITY
The Site is located at 2651 South Airport Way in Stockton, California. The plant straddles
r
Sections 22 and 23 of Township 1 North, Range 6 East of the Mount Diablo Baseline and
Meridian. The Earthgrains facility is a bakery products plant formerly known as the Rainbo
r Baking Company.
The developed portion of the Site consists of approximately seven acres of land, which is
relatively flat and primarily covered with asphalt and concrete. The main facility building
covers approximately two acres (Figure 2). Several shallow (less than three feet below ground
surface [BGS]) water lines, electrical lines, and storm water sewer lines transect the property.
—
3.0 GASOLINE UST PIPING DISCOVERY AND REMOVAL
Two oil/water separator sumps, located near the former fuel pump island (Figure 3), were
r removed for permanent closure on October 4, 2007. Oil/water separator sump closure activities
will be documented in a separate report. During removal of the southern oil/water separator
sump, metal piping was discovered (Figure 3). Based on their location and orientation, the
` piping is believed to be associated with the two former 6,000-gallon gasoline USTs, which
were removed for permanent closure in 1987. Upon discovery, Ms. Victoria McCartney and
r
Mr. Ray von Flue of the San Joaquin County Environmental Health Department (SJCEHD)
were notified.
r ETIC was instructed by Mr. von FlUe to submit a SJCEHD permit application for UST piping
removal and to continue removal of asphalt and concrete pavement and overlying soil to expose
the piping until visible and accessible.
r
—
SLAIR 2007.11 Pipline Remval Report 1
r
