San Joaquin County
Environmental Health Department
1868 East Hazelton Avenue, Stockton, California 95205-6232
Telephone: (209)468-3420 Fax: (209)468-3433 Web:www.sigov.org/ehd
Underground Storage Tank Program Inspection Report
Facility Name: Facility Address: Date:
A G SPANOS AVIATION DEPT' 4800 S AIRPORT WAY STOCKTON February 22 2016
SUMMARY OF VIOLATIONS
(CLASS I,CLASS II,or MINOR-Notice to Comply)
Item# Remarks
104 CCR 2711 UST Operating Permit Application for Facility and Tank information not submitted or current.
UST Tank Information forms for the all three tanks are not current in CERS.
-All tanks indicate there are vapor recovery lines on site. None of the tanks were observed with vapor recovery piping.
According to Mr. Tilley, the tanks do not have vapor recovery.
-The tank closest to the monitoring panel was observed to be a double-walled stall tank. The monitoring plan states
the tank is fiberglass.
Any change of information must be updated in CERS within 30 days of the changes. The corrections were made in
CERS and submitted at the time of inspection.
This was corrected on site.
This is a repeat violation, Class II.
106 CCR 2632 Monitoring and response plans not current or approved by the EHD.
The response plan is not current and/or not approved by the EHD. Section V of the response plan (Monitoring
Indicators)was left blank. The response plan must be uploaded to the California Environmental Reporting System
(CERS). Immediately log into CERS, upload the completed form, and submit for review by the EHD. Ensure a copy
is available for inspection at any time. The response plan was updated and submitted in CERS at the time of
inspection.
The monitoring plan is not current and/or not approved by the EHD. The monitoring plans for all three tanks left both
questions about pump shutdown blank. The monitoring plans for two of the tanks indicate visual piping inspections
are conducted monthly, but the third tank plan states it is not done. The monitoring plan must be uploaded to the
California Environmental Reporting System (CERS). The monitoring plans were updated and submitted in CERS at
the time of inspection.
This was corrected on site.
This is a repeat violation, Class II.
107 CCR 2632(d)(1)(C) Plot plan/site map not submitted or failed to completely show where monitoring is performed.
An accurate UST Monitoring Site Plan was not submitted. The monitoring site plan submitted does not include the
locations of the annular sensors. A site plan must be submitted identifying the locations where monitoring will be
performed. The site map was updated and submitted on CERS at the time of inspection.
This was corrected on site.
This is a minor violation.
