During the monthly inspection, the designated operator shall review the alarm history for the previous month, check that each alarm was documented and responded to appropriately, and attach a copy of the alarm history with documentation taken in response to any alarms to the monthly report Ensure that designated operators performing monthly inspections at this facility are including all of the required information on the reports. The diesel turbine sump sensor was removed from the lowest point of the sump and placed on its side at the highest portion of the bottom of the sump and not located to detect a leak at the earliest opportunity. Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. The terminal manager stated that he did not know that the sensor was supposed to be located to detect a leak at the earliest opportunity. The sensor was relocated to the lowest point of the sump by the service technician. Ensure that all monitoring equipment is maintained to detect a leak at the earliest opportunity.
