Wright
Environmental
Services, Inc.
try
September 9, 2008
San Joaquin County, Environmental I Iealth Department
Site Mitigation, Unit W
600 East Main Street
Stockton, CA 95202
ATTN: Ms. Margaret Lagorio
Re: Contingency Plan -Soil Excavation
8650 Almendra Way, Tracy, CA 95376
Dear Ms. Lagorio,
2395 East Pescadero Avenue
Tracy CA 95304
209-833-0758 Fax 209-832-5152
Wright Environmental Services, Inc. (Wright) has prepared this Contingency Plan to excavate
soil that may be contaminated with petroleum hydrocarbons (motor vehicle fuels) for the above
referenced site where two (2) underground storage tanks approximately 1000 -gallons each will be
removed under oversight of the UST Unit, permit No. SR 0055267..
Summary
The site has several constraining objects in the vicinity of recently discovered underground
storage tanks (UST) located near the western property line below a 10 X 10 wooden shed (fuel
shed). Portland Cement Concrete (PCC) slabs surround three sides of shed; and to the east,
Asphalt Concrete (AC) forms the paved area leading to a dwelling with a three car garage. The
west ends of both USTs are suspected to be within 5 to 10 -feet of the western property line that is
distinguished by an 8 -foot tall wooden fence. The fuel shed will be demolished prior to UST
closure. Concrete underlying the shed will be removed to access soil surrounding the UST's.
In the event contamination is observed or suspected as a result of either UST system present;
Wright and owner propose to excavate additional soil surrounding and below the UST's to
remove contaminated soil in a limited area. This contingency plan is an enhancement to the
standard UST removal operation identified in the "Application For Underground Storage Tank
Closure Permit" (Closure Permit) and is intended to be implemented during UST closure
activities and therefore is limited in its scope and not intended to initiate assessment or remedial
activities. However, should the limited over excavation work proposed and the subsequent soil
and or groundwater sampling (if present) of the area excavated indicated no detectable petroleum
hydrocarbons present, then Wright and Owner would submit all field data in the UST Closure
Report and request EHD to conclude that no further assessment or remedial action(s) be required
for the property.
