INITIAL SUMMARY: <br /> On April 4 , 1988, three underground storage tanks (UGST ' s) at <br /> 1235 E. Alpine, Stockton, were precision tested by North Cal <br /> Construction. On April 7, 1988, a letter was sent by Norcal <br /> Construction to Mickey James of American (Savings) Real Estate <br /> Group, concerning a failed precision test on the 10, 000 gallon <br /> unleaded UGST. This letter indicated that the facility manager <br /> stated " . .this tank has always lost product. " A routine <br /> inspection was performed at the facility by Dan Moe, R. E.H. S. , <br /> Public Health Services - Environmental Health Division (PHS-EHD) , <br /> on 4-8-88 . It was noted that all three UGST's had not been <br /> monitored or permitted as required in Title 23 , California Code <br /> of Regulations (CCR) . Mr. Moe ' s inspection report also required <br /> the submittal of all precision test results to this office by <br /> 4-11-88. <br /> A follow-up letter dated April 12 , 1988 from North Cal <br /> Construction to Mickey James of American (Savings) Real Estate <br /> Group, stated to delete the sentence from the April 4 , 1988 , <br /> precision test letter " According to the manager, . . . this tank <br /> has always lost product" . <br /> PHS-EHD received a letter dated April 21, 1988 , from North Cal <br /> Construction stating they believed the probability factor of the <br /> tank leaking rather than the product lines was about 65%. <br /> A Division of San Joaquin County Health Ctre Services <br />
