EDISON STREET STOCKTON CALIFORNIA 95203 <br /> I WRITE YOU ON BEHALF OF MY CLIENT, MR. ROY FOWLER, OWNER OF FOWLER'S. AS YOU <br /> MAY :BE AWARE (SEE ENCLOSED ARTICLE FROM THE STOCKTON RECORD), ON 19 SEPTEMBER, <br /> 1999, FOWLER'S AUTO BODY SHOP SUSTAINED A DEVASTATING FIRE WHICH WAS REPORTED TO <br /> HAVE COMPLETELY DESTROYED FOWLER'S OPERATION. AFTER THE FIRE DAMAGE HAD BEEN <br /> DEMOLISHED AND. FOOTINGS WERE BEING REMOVED, IT WAS DISCOVERED THAT WHAT APPEARS <br /> TO BE TWO (2) UNDERGROUND FUEL STORAGE TANKS ARE LOCATED ON THE SITE. IT WAS REPORTED <br /> THAT ROY FOWLER PURCHASED THIS PROPERTY IN THE VERY EARLY 1970'S AND THE PREVIOUS <br /> OWNERS MADE NO DISCLOSURE OF ANY FUEL TANKS. IT WAS FURTHER REPORTED THAT MR. FOWLER <br /> INITIALLY OCCUPIED.THE SITE ON A GROUND LEASE IN THE LATE SIXTIES AND BOUGHT THE <br /> PROPERTY A FEW YEARS LATER. THERE WAS NO EVIDENCE DURING THE PURCHASE OF THE EXISTENCE <br /> OF ANY UNDERGROUND FUEL TANKS. IT WAS FURTHER REPORTED THAT MR. FOWLER HAS RECENTLY <br /> CONTACTED ONE OF THE PREVIOUS OWNERS WHO THOUGHT THAT THERE WERE TWO TANKS AND THAT <br /> THEY WERE UTILIZED FOR THEIR DELIVERY TRUCKS AS THE SITE WAS AN AGRICULTURAL PROCESSING <br /> FACILITY. THE PREVIOUS OWNER INDICATED THAT ONE TANK WAS DIESEL AND ONE GASOLINE. HE <br /> ALSO INDICATED THAT THE TANKS WERE INSTALLED IN THE VERY EARLY 1950'S AND TAKEN OUT <br /> OF SERVICE PURSUANT TO EXISTING LAW IN THE MIDDLE 1960'S. <br /> PLEASE KNOW THAT MR. FOWLER HAS RETAINED KLEINFELDER TO CONDUCT ALL REQUIRED <br /> SOIL AND IF NECESSARY, WATER SAMPLING WHICH MAY BE REQUIRED AT THIS SITE. KLEINFELDER <br /> WILL SUBMIT ANY DOCUMENATION ASSOCIATED WITH SAMPLING SEPARATELY AND WE HAVE NO <br /> RESPONSIBILITY FOR THIS PHASE OF THE PERMIT APPLICATION. AS WE ARE NOT CERTAIN OF <br /> THE TANK SIZES, WE CAN ONLY REPORT THAT SAMPLING WILL BE MADE AS REQUIRED FOR THE <br /> TANK SIZES AND CONDITIONS PURSUANT TO THE LUFT (LEAKING UNDERGROUND FUEL TANK) <br /> MANUAL. PLEASE FIND ALSO ENCLOSED MR. FOWLER'S CHECK FOR THE REQUIRED MINIMUM THREE (3) <br /> HOUR PER TANK FEE OF SEVENTY-EIGHT (78) DOLLARS OR TWO HUNDRED THIRTY-FOUR (234) <br /> DOLLARS PER TANK WHICH IS A TOTAL OF FOUR HUNDRED SIXTY-EIGHT (468) DOLLARS.
