Weber Avenue, Third Floor <br /> Stockton, Ca 95202 <br /> SUBJECT: Underground Storage Tanks <br /> Former Fowler's Body Shop Inc. <br /> 405 N. Edison Street <br /> Stockton, California <br /> Dear Mr. Wilson, <br /> As requested, I am sending this letter to provide further clarification regarding the discovery of <br /> previously unknown underground storage tanks at my property. In September 1999, the Fowler's <br /> Body shop Inc., facility was destroyed in a fire. The bulk of the building debris and foundations <br /> were cleared from the property in January 2000. On Tuesday February 1, 2000 several concrete <br /> footings and the remnants of the oil water separator were being dug up. During these excavations <br /> activities some piping with an unknown purpose was uncovered. Excavations was continued to <br /> "follow out" the piping. The piping lead to what appeared to be an underground storage tank. At <br /> this point, excavation activities were stopped, and the removed soil was replaced. I requested the <br /> Kleinfelder telephone the San Joaquin County PHS/EHD on my behalf and notify you of the <br /> discovery. I later learned from the previous property owner that he had installed two underground <br /> tanks at the site in the 1950's. <br /> I had no previous knowledge of the presence of the USTs at the property. There were no surface <br /> indications of the UTSs such as piping, dispensers or vents. I have hired a contractor and <br /> submitted an Application for Permit to Close the USTs at the property. I am requesting that the <br /> underground storage tank registration fees be waived because I had no previous knowledge of <br /> their existence.
