INTRODUCTION <br />January 1999 <br />PAIGE'S TOWING <br />1807 Douglas Road, Stockton, California <br />L At the request of Mr. Bill Watkins of Paige's Towing, Advanced GeoEnvironmental, Inc. (AGE) has <br />prepared the enclosed report for removal of two steel underground storage tanks (USTs) at 1807 <br />Douglas Road (the site) in Stockton, California. The location of the site is illustrated on Figure 1; <br />a plan of the site is illustrated on Figure 2. <br />UST removal procedures were performed in accordance with San Joaquin County Public Health <br />Services - Environmental Health Division (PHS-EHD) guidelines and regulations for the removal <br />of USTs. <br />L <br />2.0. PROCEDURES <br />L <br />Two 10,000 -gallon gasoline USTs (UST Nos. 1 and 2) and product piping were removed from the <br />site on 15 January 1999 under PHS-EHD and City of Stockton Fire Prevention permit (See <br />Appendix A). According to PHS-EHD records, one of the two USTs formerly contained diesel fuel. <br />Upon removal of the USTs, soil samples were collected from the floor of the excavation by <br />representatives of Precision Enviro-Tech Analytical Laboratory (PEAL) of Stockton, California. <br />2.1. UNDERGROUND STORAGE TANK REMOVAL ACTIVITIES <br />On 18 December 1998, both USTs were triple rinsed utilizing a pressure washer as part of tank <br />` decontamination procedures. Approximately 150 gallons of rinseate was generated during <br />decontamination activities. The rinseate was pumped out of each UST utilizing a vacuum truck <br />(supplied by Nor Cal Oil, Inc.) and hauled offsite to Industrial Service Oil Co., an EPA -approved <br />hazardous waste facility. Documentation and uniform hazardous waste manifest for the rinseate <br />material is contained in Appendix B. <br />On 21 December 1998, a total of 800 pounds of dry ice was purchased from Abel Carbonic in <br />Sacramento and placed inside the two USTs; approximately 400 pounds of dry ice was placed inside <br />each UST to purge both volatile vapors and oxygen from the tanks. Documentation for the dry ice <br />purchase is included with Appendix C. A PHS-EHD Tank Closure Certification Form documenting <br />oxygen and flammable vapor levels (LEL) is included with Appendix D. <br />On 15 January 1999, a 710 John Deer excavator and 580 Case backhoe/loader were utilized to <br />expose the USTs at the site (See Figure 2).
