El Dorado Street <br />Stockton, CA 95202 <br />Subject: Oateway Project UST Removal <br />Dear Mr. PalmquisC <br />September 9, 1999 <br />The 1,000 gallon underground storage tank located on cast side subject property has the <br />following characteristics: <br />"_M <br />• This tank is currently about 800/t, shove grade. <br />• The west end of the tank has been tom and allows excellent visual inspection. <br />• The inside of the tank appears clean with no residuals of any prior product. The <br />inside of the tank exhibits a patina of rust scale. Some sand fill migrated into the tank <br />when the end was tom. <br />• The tank atmosphere was measured for OX, LEL, CO and H2S on 12 Aug 99 at the <br />ends, top and bottom with no measurement of CO, 112S or LEL in any location. <br />Oxygen levels were equal to, or within I/101h of a percent of outside atmosphere <br />(20.8-20.9). <br />• The tank was rusted in areas such that it had no integrity as a tank. 'Phis leads me to <br />believe that it had purged itself ror years through accumulation and release of <br />rainwater. <br />• A minor amount (-10') orproduct piping is attached to tank and likewise appears <br />clean. <br />• The tank in its current state is no longer truly a tank as it is open on one end. <br />Please also find attached copy of Evans Brothers Inc.
