(Wright) is pleased to provide you with <br /> this summary report of activities associated with the recent excavation and removal <br /> of what was believed to be a 440 gallon fuel-oil tank from below the sidewalk at the <br /> above referenced site. Drawing 1 identifies the location of the tank and references a <br /> cross street in the vicinity. <br /> Permits <br /> Wright completed underground storage tank closure permit application forms <br /> provided by San Joaquin County, Public Health Services-Environmental Health <br /> Division (PHS-EHD) prior to beginning excavation work. The closure permit <br /> application review process was expedited by Mr. Bill Snavely of PHS-EHD, permits <br /> were approved on October 22, 1993. A copy of the approved permit is enclosed in <br /> Appendix A. The city of Tracy waived excavation permit requirements. <br /> Tank Removal, Disposal and Excavation <br /> Prior to excavation work, residual liquids found in the tank were pumped and <br /> \, the tank was rinsed with water. The residual liquid and the rinsate were recycled by <br /> Petroleum Recycling Corp. of Patterson, Ca., as non-RCRA, Hazardous Waste. A copy of <br /> the October 21, 1993 Hazardous Waste Manifest is enclosed in Appendix B. <br /> The tank was excavated on October 22, 1993. As directed by the City of Tracy all <br /> soil from the excavation was loaded on transfer trucks and delivered to the City of <br /> Tracy, Land Treatment Facility located at the Tracy Airport. After excavation work <br /> was complete a scaled drawing was made of the site. Drawing 2 identifies the specific <br /> location of the tank (as it was found) and other pertinent site information. The site <br /> was then secured with 6 ft. chainlink fencing around the excavation perimeter. <br /> Prior to the removal of the tank, it was purged with Carbon Dioxide (dry ice) at <br /> a rate of 15 pounds per 500 gallons of volume. The tank was removed from the site <br /> on October 23, 1993 and transported to Triangle of Sacramento for proper <br /> recycling/disposal as documented by the underground storage tank disposition <br /> tracking record enclosed in Appendix C. <br /> Sample Collection and Analysis <br /> After removing the tank on October 23, 1993, soil samples were collected. The <br /> sample location, identification number, depth below top of sidewalk surface and <br /> collection time were documented on each sample and a proper chain of custody. The <br /> samples were immediately capped and placed in a chilled ice chest for transportation <br /> to Sparger Technology, Inc. of Sacramento, a State certified analytical laboratory. <br /> As directed by Mr. Bill Snavely PHS-EHD, the soil samples required analysis for <br /> unknown fuels. The samples were analyzed for Total Petroleum Hydrocarbons as <br /> Gasoline (TPH-G), Total Petroleum Hydrocarbons as Diesel (TPH-D), Benzene, Toluene, <br /> Ethyl Benzene, and Xylene (BTEX), Total Lead (Pb), and Ethylene dibromide (EDB). <br /> 1.
