City of Tracy <br />Health and Safety Plan <br />WES Project No. 4039-T <br />October 20, 1993 <br />SECTION 1.0 INTRODUCTION <br />UST Removal <br />Page 1 <br />The health and safety of all project personnel involved at the 68 East 11 th Street underground <br />storage tank excavation project is of primary importance. Therefore, this Health and Safety <br />Plan was developed and is intended to be followed by all project personnel. It is the <br />responsibility of the Project Manager to implement and enforce the plan and any subsequent <br />revisions, during the course of all operations at the site. <br />1.1 OVERVIEW <br />The City of Tracy has retained Wright Environmental Services, Inc. (WES) to perform the <br />location and removal of three (3) underground storage tanks at 68 East 11th Street Tracy, CA. <br />The work will consist of: removing underground storage tanks (USTs) and their associated <br />piping. The removal of tanks involves six basic steps: <br />1. Draining/cleaning of all liquid from the tank and all associated lines. <br />2. Capping or removing associated lines. <br />3. Excavation and removing the tank from the ground. <br />4. Freeing the tank of toxic vapors. <br />5. Disposing of the tank. <br />6. Backfilling the excavation hole. <br />The chemical hazards expected to be encountered at the 68 East 11 th Street are organics and <br />metals from used Motor oil and gasoline. The other hazards expected to be encountered during the <br />project are exposure to physical hazards such as slipping, tripping, cuts, strains bruises, <br />smashing limbs from working around heavy equipment (pinch points), excessive noise, broken <br />bones and heat stress. The project work is scheduled to begin on October 21. 1993 and last <br />approximately 30 days.
