One sample of the spoils pile (overburden) was analyzed for Reactivity, <br />Corrosivity, and Ignitability (RCI) and a 96 Hour Bioassay analysis (at three <br />concentrations) to determine if soil relocated to the LTF met the criteria for placing <br />the soil there. Enclosed in Appendix D is a copy of the Chain of Custody and <br />laboratory report for the collected samples. The sample taken from below Tank 2 <br />which contained the highest concentrations of petroleum hydrocarbons was tested <br />for RCI, and found to be below hazardous levels, in addition, a 96 hr 3 concentration <br />fish bioassay determined the sample to be not hazardous. <br />Recommendations <br />A preliminary investigation to determine the horizontal and vertical extent of <br />contamination to soil and groundwater is required due to the concentrations of <br />petroleum hydrocarbons, a chlorinated hydrocarbon (PCE) and metals in the soil <br />samples taken from adjacent to Tanks 1 and 2. Preliminary soil and groundwater <br />investigation work usually requires a minimum of 3 soil borings and groundwater <br />monitoring wells to begin defining contamination in soil and ground water. Two of <br />the referenced wells must be located down gradient of the established direction <br />groundwater flows. <br />Begin treatment of the 125 cubic yards of relocated soil from the excavation or <br />dispose of the soil as required by law. <br />One copy of this report has been sent to each of the agencies noted below as <br />required by the PHS-EHD. Wright will provide a preliminary budget under a separate <br />cover letter to accomplish the above recommendations.
