(Wright) is pleased to provide you with <br />this summary report of activities associated with the recent excavation and removal <br />of two underground storage tanks (UST) from the above referenced site. Tank 1, last <br />contained gasoline and had a capacity of 280 gallons. Tank 2 last contained waste oil <br />and was 650 gallons in capacity. Drawing 1 identifies the location of the tanks and <br />references a cross street in the vicinity. <br />Permits <br />Wright submitted underground storage tank closure permit application forms <br />provided by San Joaquin County, Public Health Services -Environmental Health <br />Division (PHS-EHD) prior to beginning excavation work. The closure permit <br />application review process was expedited by Mr. Bill Snavely of PHS-EHD, permits <br />were approved on October 22, 1993. A copy of the approved permit is enclosed in <br />Appendix A. The city of Tracy waived excavation permit requirements. <br />Tank Removal, Disposal and Excavation <br />Prior to excavation work, residual liquids were found in the tanks. Tank 1 <br />contained water with a petroleum sheen. Tank 2 contained waste oil and a small <br />amount of gasoline which was trapped in one of the three vertical risers connected <br />to the tank. Both tanks were pumped free of residual liquids and rinsed with water. <br />The residual liquid and the rinsate were recycled by Petroleum Recycling Corp. of <br />Patterson, Ca., as non-RCRA, Hazardous Waste. A copy of the October 21, 1993 <br />Hazardous Waste Manifest is enclosed in Appendix B. <br />The tanks were excavated on October 22, 1993, soil was stockpiled on site <br />between plastic. Obvious signs of petroleum hydrocarbons were observed in the soil <br />surrounding each tank. There were mild gasoline odors from the soil around the fill <br />pipe end of Tank 1 and oil stains around the fill pipe of Tank 2. After excavation <br />work was complete a scaled drawing was made of the site. Drawing 2 identifies the <br />specific location of the tanks (as they were found) and other pertinent site <br />information. The site was then secured with 6 ft. chain-link fencing around the <br />excavation perimeter. <br />Prior to the removal of the tanks, they were purged with Carbon Dioxide (dry <br />ice) at a rate of 15 pounds per 500 gallons of volume. The tanks were removed from <br />the site on October 23, 1993 and transported to Triangle of Sacramento for proper <br />recycling/disposal as documented by the underground storage tank disposition <br />tracking record enclosed in Appendix C. <br />Sample Collection and Analysis <br />After removing the tanks on October 23, 1993, some additional excavation of <br />soil below the tanks was conducted under the observation of PHS-EHD, after this <br />minor over -excavation, soil samples were collected. The sample location, <br />identification number, depth below top of sidewalk surface and collection time were <br />documented on each sample and a proper chain of custody. The samples were <br />immediately capped and placed in a chilled ice chest for transportation to Sparger <br />`.
