1.0 Introduction <br /> On behalf of Pacific Bell, IT Corporation(IT) was contracted to provide environmental <br /> consulting services during the removal of one 2,000-gallon diesel fuel underground storage tank <br /> ' (UST) at the Pacific Bell facility at 7717 South Elm Street in French Camp, California(Figure <br /> 1). Pacific Bell also contracted TAIT Environmental Systems(TAIT) to provide and operate <br /> equipment to perform the UST removal. R.H.L. Designs, Inc. was contracted to provide <br /> engineering and permitting services. UST removal work discussed in this report was completed <br /> in compliance with local and state regulatory requirements in late April 2002. <br /> 1.1 Site Description <br /> The Pacific Bell property is located in a predominately residential and commercial part of French <br /> Camp, California. A Pacific Bell building housing telephone switching equipment and offices <br /> ' occupies the majority of the site. The remainder of the site had been used for parking of Pacific <br /> Bell fleet and personal vehicles. At the time of field activities, the entire site had been graded in <br /> ' preparation for construction activities. <br /> A 2,000-gallon UST containing diesel fuel for a backup emergency generator was located <br /> immediately to the east of the Pacific Bell building. Due to building expansion activities at the <br /> Pacific Bell facility, the UST was to be removed. The emergency backup generator had <br /> previously been removed, with a temporary generator on-site to provide backup power. Upon <br /> completion of the building expansion activities, an aboveground storage tank(AST) and <br /> emergency backup generator will be installed in a new location. <br /> 1.2 Permits <br /> Prior to initiation of excavation activities,R.H.L. Design obtained permits for tank removal from <br /> the San Joaquin County Environmental Health Department(SJCEHD). TAIT also notified the <br /> French Camp-McKinley Fire District of pending tank removal activities. A copy of the SJCEHD <br /> ' permit is presented in Appendix A.
