JAMES GIOTTONINI *MOO, PAGE 2 22 East Market/Police Station PHS/EHD indicated by October 17, 1995 correspondence would be prepared to comment on the parameter information which was submitted. I34 Sutter PHS/EHD indicated that a comment letter would be prepared by October 18, 1995 requesting an alternative location for the proposed soil boring to investigate the extent of soil contamination observed at the time of over-excavation. PHS/EHD staff was subsequently informed that the site is under supervisorial review and an evaluation of the necessity for additional soil investigation will be provided. Fontana Drive at Smith Canal This site was discussed at a later date after Jim Escobar returned from vacation. He has a bid package which includes a scope of work to install a soil vent system at the site. However, it was decided that before proceeding to this step, test wells must be installed and a pilot test performed at the site. In addition, this new information must be submitted to PHS/EHD in the form of an amended CAP. Jim Escobar will look into this situation and will provide an update shortly. I 10 West Sonora This site was discussed at a later date after Jim Escobar returned from vacation. The cost estimate for the permitting, construction and operation of the proposed system for this site has been received by the City. The cost proposal must be put before the city council and may have to be put out to bid. 1740 Houston Avenue The August I995 over-excavation of the former tank pit area was discussed. The contamination first noted in the west end of the tank pit was not addressed at the over-excavation as the area was partially backfilled. The east end of the tank pit, which was originally thought to be not impacted, showed contamination at 14 feet below ground surface. The shallow depth to water at the site, and the significant volume of water produced by the excavation were discussed as obstacles to further excavation. The installation of soil borings, with push point technology if feasible, was discussed as a tool to determine the extent of the impact at the site so that an evaluation can be made as to whether further excavation or some other alternative would be the most efficient, cost effective approach for the site. Twining will be asked to summarize their work in a report, including the water results from the newest monitoring well. The next phase of work will be submitted in a work plan. Currently, the excavation is backfilled. The next meeting is scheduled for Tuesday, January 9, 1996 at 1.30 p.m. and will be held at the PHS/EHD office.
