PHS/EHD has prepared the following comments for your consideration.
The work plan proposed to install three monitoring wells to investigate the possibility that the groundwater has been
impacted by petroleum hydrocarbon contamination which has been evidenced in the soil. Three soil borings were
proposed to be drilled to approximately 40 feet below ground surface, sampled every five feet below the 20' depth
and converted into two-inch diameter monitoring wells. PHS/EHD recommends that monitoring wells drilled outside
of the backfilled area undergo soil sampling at five foot intervals beginning at the five foot depth for lithological
description. The work plan indicated that two soil samples would be collected during the installation of the
monitoring wells laboratory analysis. Please be aware that sufficient soil samples should be collected for laboratory
analysis to adequately characterize the vertical and horizontal extent of soil contamination.
The work plan failed to include an investigation of the residual soil contamination which was evidenced on the south
wall of the excavation. Please submit an addendum to investigate the residual soil contamination. PHS/EHD will
issue the drilling permit once the addendum has be received, reviewed and approved.
Also, please be aware that PHS/EHD oversight of field activities is not limited to grouting inspections and charges
incurred during inspections are billed quarterly by the State Water Resources Control Board.
If you have any questions and comments, please contact Mary Meays at (209) 468-0337.
Donna Heran, REHS, Director
Environmental Health Division
04
Mary Meat's, S for S Diane .*Hinson, REHS
Site Mitigation Unit Supervisor
MM/ARG.PIC
cc: Elizabeth Thayer, CVRWQCB
cc: John Fukomoto, City of Stockton Public Works Department
cc: Kevin Clutter, Twinning Laboratory
A 1)n isiun or S•rn.Joaquin C'uUnty Health care Servicer
