Box 2009 FERMIT/SERVICES
Stockton, CA 95201
Dear Ms. Cotulla:
We have begun precision tank testing in our 7-Eleven
stores in an effort to have our gasoline systems certified
tight. As you were made aware in April, some of our
facilities have systems that didn't pass the precision test.
The Southland Corporation is committed to protecting the
environment and making every effort to try to address the
locations of concern and keep you posted as well. Because of
this commitment, we have expanded our operation. A new
position has been created to meet the demand of underground
tank regulations. It is called M.U.S.T. (Management of
Underground Storage Tanks)/Construction Coordinator .
Mr. Walt Lubcke has assumed this new position and is now
familiarizing himself in his new role and will shortly begin
attending to the location in your area. He is the person you
should contact and can be reached at the address and phone
number below.
I have attached a current list of facilities in your
area that will require further investigation. Although the
precision test did not certify the system as tight this
doesn't necessarily indicate there is an active problem.
There are several reasons that can cause this condition:
1. There is no problem because the test was bad.
2 . As an operating facility under normal conditions,
the portion of the test that caused the system to
fail is not causing environmental problems . The
test highlights the fact that we have a system that
is not tight and needs to be fixed.
3. The test is accurate and we have a station that
needs to be thoroughly investigated.
Regardless of the cause, we will find out why the system
could not be certified tight. In the event we find a leak,
you will be contacted. If you would like a copy of the tank
test results, please let me know. I will be happy to send it
to you.
TELEVEN STORES/DIVISION 2299
5820 STONERIDGE MALL ROAD/SUITE 310 /P.O.
