• The "stand64" member of the team shall'�ee instructed in <br /> the use of emergency hand signals to inform the <br /> equipment operator if necessary. Hand signals shall <br /> only be used for distances of less than 100 feet. For <br /> distances greater than 100 feet, radio communications <br /> shall be established. If a radio failure occurs or if <br /> the "standby" team member and equipment operator can not <br /> maintain visual contact at all times, all work shall be <br /> halted until reliable communications can again be <br /> established. <br /> 4 . Site Security: <br /> Signs shall be printed in bold large letters on contrasting backgrounds <br /> in English or where appropriate in the predominant language of <br /> workers unable to read English. <br /> Signs shall be visible from all points where entry might occur and at <br /> such distances from the restricted area that employees may read the <br /> signs and take necessary protective steps before entering. <br /> The area shall be secured to prevent unauthorized entrance. <br /> Additionally, a fence shall be installed around the Exclusion Zone to <br /> prevent unauthorized entry. All entrance points into the Exclusion Zone <br /> shall be monitored for entry. Unauthorized persons shall be escorted <br /> out of the Exclusion Zone immediately should unauthorized entry occur. <br /> SPILL CONTROL PROCEDURES: <br /> 1 . INTRODUCTION <br /> The objective of responding to incidents involving the release or <br /> potential release of hazardous materials is to prevent or reduce the <br /> adverse effects that a release might have on the public's health, <br /> property, and the environment. In order to mitigate (prevent or reduce) <br /> the incident ' s impact, the release must be controlled. <br /> Mitigating releases means controlling them. Measures to control a <br /> release involve those processes, methods, procedures, and techniques <br /> that are used to prevent or reduce the dispersement of the material or <br /> its by-products into the environment. These control measures may include <br /> fire extinguishment, controlled burning, neutralization, construction of <br /> temporary dams, berms, or dikes, plugging leaking containers, misting or <br /> fogging toxic vapors or gases, sorbent materials, and others. <br /> Two general control techniques frequently used by first responders are <br /> confinement and containment. <br /> A. CONFINEMENT consists of methods used to limit the physical <br /> size of the area of the release. Hazardous materials can be <br /> released (directly or indirectly) , to air, surface water, <br /> groundwater, or land surface.
