Drawer "J" <br /> Stockton, CA 95201-3013 <br /> RE: Monitoring Proposal for Fuel Oil Tank. <br /> The monitoring proposal for the Fuel Oil Tank prepared by J.H. Kleinfelter and <br /> Associated has been reveiwed by this office. We have no objections to this <br /> proposal in concept provided the following clarifications and/or modifications <br /> are made: <br /> 1. The monitoring wells shall be constructed as per Section 2647 & 2648 of CAC <br /> Title 23, Chapter 3, Subchapter 16 (Underground Storage Tank Regulations) . <br /> 2, All samples positive on field screening shall be submitted for analysis. <br /> All samples not analyzed shall be retained for possible analysis as <br /> indicated. <br /> 3. "Terminal Sample" as used inthis proposal is assumed to be the last sample <br /> above groundwater. <br /> 4: Soil samples shall be analyzed for total hydrocarbons by EPA method 8015 or <br /> method documented to be equivalent by submission of method description for <br /> review. <br /> 5. Groundwater samples shall be analyzed for BTX (EPA method 602) and total <br /> hydrocarbons (EPA method 8015) as a minimum. <br /> 6. A full description of the proposed hydrocarbon sensing devices , including product <br /> brochures , installation plans, device specifications and sensitivities , etc. , shall <br /> be submitted to this office prior to installation. A written description of the <br /> proposed monitoring program shall be submitted along with final as-built drawings <br /> ofthe monitoring system. The monitoring plan shall include proposed frequency of <br /> groundwater monitoring, etc. <br /> 7. A report, including results of laboratory analysis (including chromatographs) and <br /> hydrogeologic information must be submitted to this office within 30 days of <br /> completion of the field investigation. <br /> Please note that since this is a site specific monitoring system it must be shown to work <br /> before an operating permit can be issued for this tank. <br /> If you have any questions regarding this matter, contact Laurie Cotulla , R,S. , of my staff <br /> at (209) 466-6781 <br /> Jogi Khanna, M. , M.P .H. <br /> District/H�ealt Officer <br /> C.
