All primary <br /> containment for the UST system must be tight. Immediately have a properly licensed, trained, and certified <br /> contractor repair or replace the failed component under permit and inspection of the EHD. <br /> This is a minor violation. <br /> 319 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003). <br /> Liquid was observed in all three UDC sumps. If water could enter into the secondary containment by precipitation or <br /> infiltration, it must be removed and disposed of properly. Immediately remove this liquid, make a hazardous waste <br /> determination per Title 22 hazardous waste regulations, and manage it accordingly. Ensure that the UDC sumps <br /> are maintained free of liquid. <br /> This is a repeat violation, Class Il. <br /> 325 CCR 2635(b) Spill container failed to contain a minimum capacity of five gallons. <br /> The 91 spill container failed when tested. All spill containers shall have a minimum capacity of five gallons and be <br /> capable of containing a spill or overfill until it is detected or cleaned up. The spill container O-ring was replaced and <br /> the container was retested during the inspection. <br /> This is a repeat violation, Class ll. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by February 24, 2016. <br /> Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br /> documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br /> Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br /> applicable), and the Owner Statement of Designated Operator Compliance.
